In Re Bi Coastal Corporation, (1991) 124 B.R. 602 Government agency moved for relief from claims bar date in order to file late notice of a claim against the Chapter 11 debtor’s estate asserting that the debtor had failed to give the creditor proper notice. The Bankruptcy court held that publication of bar date in local and national newspapers would serve as constitutionally adequate notice of claim when the creditor is not known or the creditor’s identity is not reasonably ascertainable.
